The Daitengu says that whether it's a trap or not, it would reflect incredibly poorly on the Alliance in general if they didn't do something about all of this, so they're going to have to join in on the 100 Billion race, if nothing else than their obligation to see Ringo returned safely.
As far as how far back they figured something like this was going to happen, they'll reiterate their suspicions that the Enma was the one behind the assassination, but the old judge arbiter can now just say that Haniyasu was behind it easily and they just don't have the proof right now to the contrary. Right now, they're not focused on obtaining that proof, or even if it would do them any good to have it, but they definitely think the Enma will be just as big a thorn in their side in the coming months as Kaneguma or Haniyasu will be.
